openshift-e2e should have smoke tests for OCL

      Because OCL will become such a foundational part of OpenShift, basic tests of its functionality should be included in the openshift-e2e test suite. This would allow more edge-cases to be uncovered, particularly with respect to how it impacts other OpenShift components.

      Done When:

      • A test has been added to the openshift/origin repository.
      • Any additional configs or automation needed is added to the openshift/release repository
