Summary

Modify, where necessary, the Vector code base and its dependencies to replace the use of Ring with OpenSSL so that it:

• is FIPS compliant
• meets export compliance?

Acceptance Criteria

• Vector links dynamically to OpenSSL
• No Ring symbols linked into Vector
• Additional JIRA card to track upstream PRs
• Verify no functional regressions for Logging usecases
