Description of problem:

The "index image" under the "Released URLs" section is not working properly for links such as registry-proxy.engineering.redhat.com/.... or https://quay.io/repository/.....The UI is trying to open these links "internally" instead of externally.

How reproducible:
You need to have a release in place which produces an `index_image` artifact.

Steps to Reproduce:
1. You need to have a release in place which produces an `index_image` artifact.
2. Navigate to the 'Release Artifacts' page for that given release.
3. Click on the "index image" link
 ...

Actual results:

UI tries to navigate to the link as if it was leading to a page inside the website.

Expected results:

UI should open the link externally.
