Make hiveutil create-cluster --cloud=vsphere work across multiple failure domains.

This is a mess because we have a bunch of single-AZ-specific flags.

Remember that hiveutil is an internal utility, so we don't necessarily need to bend over backwards to make this work. However, this does share a builder with ClusterPools...
