With the recent discussions with PM and the intel account reps, the priority is now changing from supporting 4-5 node control-plane layouts (https://issues.redhat.com/browse/OCPSTRAT-1199) to instead making the etcd restore and recovery process more automated so we can reduce the number of manual steps in the restore procedure.

While the following feature cards exist they don't exactly cover the current request so we need to define new feature cards with a scope limited to automating the restore on asssited-installer baremetal clusters.
