Per Dan:
As a customer, I'd like to find out what is the most recently released stable version of CNV-4.y.
If I know a lot about CNV, I can theoretically look in https://catalog.redhat.com/software/containers/container-native-virtualization/cnv-must-gather-rhel9/633ffad96804229d44d4c735?gs=&q=cnv-must&container-tabs=overview
or search the doc for 4.17.?? in https://docs.redhat.com/en/documentation/openshift_container_platform/4.17/html/virtualization/support#virt-using-virt-must-gather_virt-collecting-virt-data
but that's very difficult. Is there a smarter way to find this?

- As a system administrator, I want to know which maintenance releases are stable and which maintenance releases are available only on the candidate channel. This is important because I don’t want to apply a candidate release to my production environment. I want to test candidate releases in my test environment only.
- As a system administrator, I want to evaluate fixes and features released on the candidate channel to determine whether the solution will work in my environment.
- As a writer, I want the PR to be automatically generated indicating whether the release is candidate or stable.
- As a writer, I want to be notified when the release ships so that I can merge the PR.
- As a developer, I want to know the rules of when to generate a PR.
