Due to a CI configuration issue (lack of nmstatectl in the image), the current CI unit-test job skips silently those unit tests requiring nmstatectl.

For these reason, some cases of `TestIgnition_Generate` are not working anymore, and needs to be fixed. Note that in addition to fix the codebase it will be required also to enhance the CI configuration to avoid skipping the tests (once done, the skip condition could be safely removed).

In addition to that, due the recent upgrade to nmstate 2.2.9, a test case started to fail due a regression in nmstate, and needs to be disabled until the regression will be fixed.
